All private sector companies with more than nine employees operating in Saudi Arabia must comply with the Nitaqat programme. The required Saudi national percentage varies by industry and company size. Companies that fail to meet their quota are classified in the Yellow or Red band and face escalating financial penalties from the Ministry of Human Resources and Social Development.
Red-band companies face active financial penalties and are classified as non-compliant employers. Non-Saudi senior management at Red-band companies face Iqama non-renewal if the company holds fewer than one Saudi national.
