How RFS Delivers Saudization Compliance
RFS Saudization consultants begin every engagement with a Nitaqat status review that maps the client’s current band, their industry classification, and the exact number of Saudi nationals required to reach the next band. Saudi national candidate sourcing covers five Vision 2030-priority sectors — Healthcare, Tourism, Financial Services, Legal and Compliance, and IT and Technology. All candidate assessments include cultural alignment evaluation to reduce early turnover in roles requiring deep Saudi market knowledge.

Platinum — Highest Nitaqat Compliance Band
Platinum: the highest Nitaqat band. Platinum companies have the highest percentage of Saudi nationals in their workforce and qualify for priority government services, reduced visa fees, and expedited government approvals.
RFS targets Platinum status for every Saudization engagement. Your consultant builds the placement roadmap with Platinum as the end-state benchmark.
High Green — Strong Saudization Employer Status
High Green: the second-highest Nitaqat band. High Green companies maintain a strong Saudi workforce percentage and hold a preferred employer reputation in the Saudi labour market.
Companies reaching High Green status access faster GOSI processing and preferred handling by the Ministry of Human Resources and Social Development.
Middle Green — Mid-Level Saudization Status
Middle Green: the mid-range Nitaqat band. Middle Green companies meet baseline Saudization requirements without the full benefits available to High Green and Platinum employers.
RFS Saudization recruitment closes the gap between Middle Green and High Green through targeted placement of Saudi nationals in roles with the highest Nitaqat weighting for your sector.
Low Green — At-Risk of Suspension
Low Green: the lowest compliant Nitaqat band. Low Green companies meet minimum quota requirements but risk losing their status if government thresholds are increased.
RFS prioritises Low Green clients for immediate placement action to prevent slippage into Yellow or Red bands, which trigger financial penalties and Iqama renewal blocks.
Red — Active Fines Apply
Red: an active penalty band. Red companies face financial fines from the Ministry of Human Resources and risk non-renewal of Iqama for non-Saudi senior management.
Red:
Companies in this range are already under potential fines, and the penalties might increase with time if their Saudization status is not improved.
Yellow — Escalating Penalties Risk
Yellow: an escalating penalty band. Yellow companies face increasing fines over time and are classified as unfavoured employers in the Saudi labour market.
Yellow:
Companies in this range are in danger as they might be imposed with a higher rate of fines with time and are not favored as good employers.
The Nitaqat programme classifies Saudi private sector companies into six compliance bands based on the percentage of Saudi nationals employed relative to total headcount. Private sector companies with more than nine employees must maintain a minimum Saudi national percentage as defined by their industry classification and company size under the Ministry of Human Resources and Social Development.
Band progression from Low Green to Platinum requires a defined increase in Saudi national headcount calculated per sector by the Nitaqat formula. Iqama renewal for non-Saudi senior management is blocked if the company holds fewer than one Saudi national and remains in the Red band. RFS calculates the exact Saudi headcount required for your target band before any placement activity begins.

RFS places Saudi nationals in roles that qualify under the Nitaqat programme and directly improve your Nitaqat band from the current position toward Platinum.
