What a CHRO does in UAE

A Chief Human Resources Officer in UAE holds C-suite accountability for the total people agenda of an organisation, from workforce planning and talent strategy through culture, compensation, and compliance with UAE employment law. You report to the CEO and Board, advise on organisation design, and make strategic decisions that shape how the company attracts, develops, and retains talent across UAE and GCC operations. Your leadership directly affects the organisation’s ability to compete for the senior talent that drives business results.

Key responsibilities

  • Set the organisation’s total people strategy aligned with the 3 to 5 year business plan
  • Own all HR functions including talent acquisition, L&D, compensation and benefits, employee relations, and HR operations
  • Advise the CEO and Board on organisation design, succession, and leadership capability
  • Lead the Emiratisation strategy and governance to meet UAE government targets under NAFIS
  • Own the total compensation philosophy and annual pay review process for all UAE and GCC employees
  • Drive culture, engagement, and DEI programmes across the organisation
  • Manage all UAE employment law compliance including MOHRE, Federal Decree-Law No. 33 of 2021, and GDRFA
  • Lead HRIS digital transformation and HR analytics capability
  • Present people strategy, workforce plan, and HR risk to the Board and Audit Committee
  • Build the HR leadership team through targeted hiring and development

Qualifications required

  • Master’s degree in human resources, business administration, or equivalent
  • 18 to 25 years of HR experience with at least 6 years as CHRO or VP HR in UAE or GCC
  • CIPD Fellow (FCIPD) or equivalent C-suite HR qualification
  • Proven Board-level people strategy advisory experience in UAE
  • Deep knowledge of UAE employment law, Emiratisation policy, and GCC HR regulatory environment
  • Arabic language fluency preferred for UAE government, MOHRE, and community stakeholder engagement
  • Track record delivering HR digital transformation and people analytics in UAE organisations
  • Experience managing HR functions for organisations of 2,000 or more employees across UAE and GCC

Contract terms for this role in UAE

CHRO roles carry 3 to 6 month notice periods in UAE. Federal Decree-Law No. 33 of 2021 governs end-of-service gratuity at 21 days basic salary per year for the first five years, rising to 30 days per year thereafter.
