What an HR Business Partner does in UAE
An HR Business Partner in UAE acts as the dedicated HR advisor for one or more business units, aligning people strategy with operational goals and providing practical guidance on talent, performance, employee relations, and UAE Labour Law compliance. You partner with senior managers and directors, influence people decisions, and act as the conduit between the business and specialist HR functions including TA, payroll, and L&D. Your work enables managers to build high-performing teams within UAE employment law boundaries.
Key responsibilities
- Partner with assigned business unit leaders on talent planning, team structure, and people performance
- Advise managers on UAE Federal Decree-Law No. 33 of 2021 compliance for employment decisions
- Lead complex employee relations cases including disciplinaries, grievances, and terminations in line with UAE Labour Law
- Support the talent acquisition team with workforce planning, role scoping, and hiring manager preparation
- Facilitate performance management conversations and support managers through underperformance processes
- Drive Emiratisation hiring and development plans for assigned business units
- Interpret and apply HR policies for UAE mainland, free zone, and contract employee populations
- Identify L&D needs and coordinate training delivery with the L&D Manager
- Partner with compensation on job grading, pay reviews, and promotion processes for assigned populations
- Report monthly HR metrics for assigned business units including headcount, attrition, and Emiratisation rate
Qualifications required
- Bachelor’s degree in human resources or business administration
- 5 to 8 years of HR experience with at least 3 years as an HRBP in a UAE organisation
- CIPD Level 5 qualification or SHRM-CP preferred
- Deep knowledge of UAE Federal Decree-Law No. 33 of 2021 and MOHRE disciplinary and termination procedures
- Experience partnering with senior business leaders on people strategy and Emiratisation programmes
- Strong commercial acumen with ability to translate HR data into business recommendations
- Arabic language skills preferred for managing UAE national employees and Emiratisation-linked programmes
- Experience managing employee relations in a multicultural UAE workplace
